I have over 35 years of financial and program management experience with large municipal government agencies and the federal government.  I served as the Chief Financial Officer for several large municipal agencies, including WMATA, the public transit agency serving the Washington, D.C. metropolitan area, ten years with various water and sewer agencies across the country, including serving as the first female and the first black CFO for the Washington Suburban Sanitary Commission (WSSC).  I have worked with the US Treasury for six years.  In these various capacities, I have been able to take on new challenges, elevate the programs and create guardrails to protect those most in need of the services provided.

    • Created and implemented budgets of more than $3B
    • Monitoring budgets, expense and ensuring accurate audit reporting
    • Recommending policies and procedures that ensure consistency and regulatory compliance for all financial activity
    • Creating innovative rates, fees and credits for large municipal organizations

    • Serving as appointed advisor for the EPA on its Environmental Finance Advisory Board
    • Speaker at various industry conferences and forums on various financial aspects
    • Leading customer service, information technology, procurement and Disadvantaged Business Enterprise program for large, municipal agency in New Orleans
